WASHINGTON, May 1. A German peace commissioner, who withheld his name,' being interviewed., asserted that Germany would probably offer Alsace-Lorraine to France, withdraw from Belgium, and relinquish French territory. Germany's real idea however, was to keep a. clear route towards Turkey, m order to begin, a nev war against civilisation when the oppor tunity was again ripe.
