POPULAR MOVEMENT IN GERMANY.
WARNING, TO THE GOVERNMENT
(Reuter's Telegram.) (Received . May 1, 8.35 a..m.) AMSTERDAM, April 30. Herr Dernburg, ex-Colonial Minister, has warned the Government not to delay reforms because the popular movement is so deep-rooted that it cannot be stifled. He also urged Dr Bethmann Hollweg to publish Germany's war aims.
