SEVERE WINTER CAUSES CAMPAIGN TO BE- SUSPENDED.

LONDON, March 11. A correspondent at- the Rumanian headquarters state that it is the severest winter ever experienced in North Rumania, and has suspended the campaign. There are thirty .to forty-five degrees of frost in the mountains where the troops are entrenched. There are frequent deaths from cold. The enemy is suffering moat. General Averescu, taking advantage of the inaction, has re-organr ised the army. Discipline is of the strictest. He tried and shot a young cavalry officer for retiring from a position without permission. General Averescu and General- Poizan have put new spirit into the men. They have removed the majority of the generals of the autumn campaign, replacing them with young men. They have done everything to prepare for a successful spring oampaign. The food question is difficult. The majority of civilians are now living/ in Moldavia. The authorities have ordered abundant sowings and plantings, and are doing their '-Utmost to prevent a, shortage. ' ,
