LONDON, __tecember 22. . Germuny'.s partial responsibility tor lhe Armenian massacres waa made plain by Lord Robert Cecil m the House of Commons yesterday. In reply ,to a question by Mr Aiieurin Williams, ho said : "Tlie Government have lately received information from a reliable source wliich j-ives detailed evidence tliat systematic cruelties and outrages have been inflictud on masses of Armenians deported from their homes. Jt goes to show that tho Turkish olHe.als have had recourse jo various methods m order to exterminate them by deliberate exposure to infectious disease, by famine, and forced inarches of old men, women and children, and by massacres of laborers on charges of insubordination." Iv reply to Mr T. P. O'Connor. Lord R. Cecil added that so far as he knew no remonstrance of any sort or kind had been made by the German authorities. He believed the massacres had been officially defended m the Redehstag, and there wa« no doubt that the German Government had .the power to stop thorn if they had so desired.-
