REVELATIONS IN AMERICA. PROPOSED ALLIANCE WITH MEXICO. EFFORT TO TURN JAPAN AGAINST AMERICA.
WASHINGTON, February 28. It is announced that Germany has proposed an alliance with Mexico, and tor Japan, to make war on the United States m tlie event of America, not remaining neutral. The State Department is investigating the report. It is officially announced that Germany's alliance plan was sent to Count l.ernstorff on the 19th of January, and was transmitted to Mexico with Germany's suggestion that Mexico should communicate the proposal to Japan, asking Mexico to endeavor to induce Japan to desert the Allies and make a separate peace with Germany. The latter promised to reward Mexico with the return of the lost territory and arrange for its participation m the peace conference.

The German plot disclosures* reveal that Germany proposed the alliance while she was planning the unrestricted submarining campaign. A document has been handed to the Government since President Wilson broke off relations. Mexico's reward was to consist of reconquering Texas, New Mexico, Arizona, and to share m the terms of the victorious peace. An order signed by Zimmerman at Berlin on the 19th of January, instructed' the German Minister at Mexico City, von Erkhardt, to propose the alliance to Carranza and to suggest that Mexico seek to bring Japan into the plot. The instructions were transmitted by Bernstorff. The announcement of German duplicity has caused the greatest sensation. Widespread anger is expected at the disclosure, which will finally silence the opponents to granting the fullest power to the President.
