WASHINGTON, February 28, Arrangements have been made for the withdrawal of diplomatic officers In Austria, if necessary, m the belief that a hreach is inevitable. Spain will be asked to lake over America's interests.
Diplomatic opinion is that Germany is trying to force a break between America and Austria.
