OOLQNIAL OFFICE PREPARES SCHEME. (United Service.) LONDON, February 10. The Colonial Office is preparing an exteusive scheme for the settlement of .soldiers within the Empire, Britain 1. Wiug the money, and the Dominions i>.~ .and. British and Dominion soldiers will bet placed on the same footing. Tho propose -* maehineiy includes the 4*oyal Commission's scheme moulded on most generous lines.
