Dr |Bethniann-Ho!hveg, addressing the Reichstag on January 3d, (thereport Being previously censored) said' tho German Government had carefully weighed all posibilities and was convinced President VVilson would not break, off immediately nor adopt a, vigorously-hostile poJioy. "Count Beiiistoiff," he said, . "has assured us that the United State's will hob abandon neutrality in the event ot unrestricted submarining^, but will only send one or more Notes, resulting iu prolonged negotiations /wliich will probably lead rto nothing serious. Regarding other neutrals Dr. Hollweg said : "We may rest assured that although tlioy have made" a protest can and will do nothing. The Government lias decided, after receiving tlu? advice of military and naval experts, to risk evejn war with America.. Submarlnings are the only hope of a decisive victory over England."
