The Frankfurter Zeitung ' quotes the technical weekly journal Prometheus as authority for the statement that two foremost naval powers are building ' r 5000-ton submarine cruisers 400 ft long, / protected and armed like medium cruia- \ ers. They have 18,000 horse-power engines, and will steam 26 knots on the surface and 16 submerged. Their effective radius is eighteen to twenty thou- ! sand sea, miles without replenishing fuel. They have thirty torpedo tubes and two reserves of torpedoes for each, several anti-aircraft guns, and minelaying apparatus for laying 150 mines.
