Mr Stanley Washburn, telegraphing from the Kovel front, describes the Russians' difficulties. * The Austro-Germans have scientifically strengthened the natural, defensive lines on the Stoklfbd, intending either to give time for the completion ol the Kovel fortifications or to check the Russians' advance while Kovel is sihoothly evacuated. Be points out that jthe Germans' dilemma ia that they do not know where to expect the next Russian blow, because the Russians are hitting here, there, and everywhere, but the Germans are clever fencers, and have never fought more desperately. It is a mistake to imagine, says Mr. Washburn, that the Germans are on the verge of collapse, although shortage of food at home causes the troops uneasiness and anxiety, affecting the morale.
