COMPULSION BILL.

BRANCHES OF LEGISLATURE NEGOTIATE. (From Our Parliamentary Reporter.! WELLINGTON, this day. The principle of a central appeal board has been accepted in connection with the Military Service Board, as the result of a 'conference between representatives of both banches of the leg-; islature. The House still differs from : the Council on the religious objector, clati&e. When the report "was received by the House yesterday the Minister of Defence stated that the clause relating to a central appeal board had been accepted. It was pr'eiiiissive, only operating if the necessity arose. It might assist to secure uniformity in the divisions of the military service tribunals if; a final appeal board existed. It was not intended that any person 'coming .'bfcfore -the Military- •• Service Board would Jiaye the right of appeal. This Vdukh'be allowed if the • : Board ,psrmitted. Mr Wilford : If the Board thinks it is not , trivial they will allow an appeal? The Minister : If it is a question of principle. On the motion of the Minister of ; Defence ! -ihe report was adopted. * The Premier and Messrs -Hemes and Craigie were appointed to confer. Mr Isitt expressed a hope that the religious objector clause^ would be retained; otherwise that class would suffer -injury, ; When the Bill was in cominittee the Minister had promised that boards ; could consider such objections. A new clause took the place of this. It, limited the privilege, but if not retained religious objectors would be left, with no standing before the boards. - Mr Malcolm suggested, that a central appeal board wbiild give opportunities to wealth to escape. The House was"Sjixious to deal out equal justice to rich or .poor. The Housj representatives confer with the 'Council representatives over the religious objector clause to the re-' tention of which the House objects.
