GERMANY AND PEACE TERMS.
TWO POLITICAL PAETD3S. RIVAL LECTURING CAMPAIGNS TO BE STARTED. (Australian and N.Z. Cable Association.) COPENHAGEN, July 19. The Lokal Anzeiger says Dr. von j Bethraann Hollwegg had a long confer- "« \ence on Monday with the party leaders of the Reichstag. The Chancellor, in a speech, dealt with the military and political situatiori, and afterwards there was a lengthy discussion of peace terms. Germany's troubles ar© precipitating two political parties. Dr. von Bethmann Hollweg is spreading the idea of . peace without annexations; whilst the Conservatives, supported by Prince von Bulow, insist on firm frontiers, and are bitterly attacking the Chancellor and a movement has commenced to secure his resignation. The Deutschland episode occurred while the movement was at its height, considerably restoring the Chancellor's popularity, and it is suggested that the slackening of the submarine and Zeppelin campaigns was partly due to the Chancellor's policy of producing an atmosphere conducive to peace. Prince Well (President of the German Honorable Peace Committee) announces that his committee will despatch a hundred lecturers to tour Austro-Germany and Turkb-Bulgaria advocating peace and no annexations, claiming the Chancellor's support. Count Reventlow replies that the panGermanists are sending a hundred m«n on a similar tour. The movements have a certain significance, though- there is not the slightest sign of any possibility of peace without complete victory.
