AWAITING THE FINAL ANSWER. (Received April 20, 9.35 a.m.) WASHINGTON, April 19. President Wilson told "Congress he had given Germany irrevocable notice that . unless the submarine campaign ceases America will break off diplomatic relations. : President Wilson has not asked Congress to take any action, preferring to wait until Germany's final answer is r'e•ceived. The stock markets are much agitated.
