MONTENEGRIN EXPLANATION.
(lUvoived Jan. 24, 2.40 p.m.) ROME, Jan. 23. Tho Montenegrin Premier's communique, explaining the Montenegrin position, says : An exchange of communication with the Austrian army became necessary after the fall of Mount Lovtchen and* Cettinge. The negotiations for a suspension of hostilities had the sole object^ of gaining time to assume tho • retreat of the Montenegrins and evacuation towards Podgoritza and Scutari. It also avoided other Montenegrin forces being impeded on distant f route, and gave time for tho Serbians to reach Alessio and Duraszo. Thus Austria, was delayed at least a week. The Montenegrins, under General Viukotics, continue tlie struggle with the enemy with the object of joining tho 'Serbian army. Press correspondents state that tho loss of Mount Lovtchen was due exclusively to want of food and munitions. Austrian submarines blew up the transports. 'Ihe negotiations for an armistice enabled King Nicholas to organise a final resistance.
