COLLAPSE OF NEGOTIATIONS.
(Received January 24, 9.10 a.m.) AMSTERDAM, January 23. Tho Koelnische Yolks Zeitung states tliat owing to Montenegrin Ministers quitting Cettinge Austria cannot negotiate, and has ordered that all arms be surrendered within thirty-six hours, otherwise the military will take steps. ROME, January 23. The Montenegrin Consul-General confirms the fact of King Nicholas's arrival with Prince Peter at Brindisi, joining the Queen and Princesses at Lyons. M. Mirko, with three members of the Government, remains organising defences. AMSTERDAM, January 23. Tho Frankfurter Zeitung admits that some difficulties have arisen m connection with the negotiations. In other words it is gently breaking the news of a collapse of the peace negotiations.
