The Daily Chronicle's New York correspondent states that it is believed President W-ilson will convene a special sitting of Congress m view of the drastic measures to compel German submarines to conform to the dictates of humanity. It is realised that the submarines need only declare they feared an attack m order to justify the murdering of . noncombatants. Germany's refusal of indemnity is regarded as an added defiance.! making a continuance of friendly relations almost impossible.
