LONDON, July 30,
Reuter's Paris correspondent stages that negotiations ior tne Roumanians' entry into the war bn the Allies' »ule are proceeding satisfactorily. A treaty has been prepared, and awaits tho signature of only one belligerent. It provides that Roumania will intervene within two months of the conclusion oi the treaty.
Meauwliile the strictest examination is being made of goods sent to Turkey. Roumania has asked the Allies to lond expert Customs examiners.
