He states that the Lusitania did not carry guns and was not acting m viotion of the Federal statutes, which allow her to carry small arms and ammunition. The United States Government yrili not leave a doubt as to its intention to act, if necessary, m the cause of humanity. It is believed that the Uoverjinu-ijt ■ will insist on the disavowal of the sinking of the Lusitania and a guarantee that submarine warfare shall be conducted humanely. Renter's correspondent says President Wilson lias virtually decided to reiterate his intention to hold the Germans to respect of America's strict neutrally.
