KAISER'S LATEST ORDER
CHECKING THE SACRIFICE OF MEN. „ (Received February 8, 8.4 5a.m.) ROME, Feb. 7. It is rumored at Berlin -that the Kaiser, after his visit to the Western front, ordered the commanders to abstain from sacrificing too many men m operations of secondary importance. As one consequence of this order the Germans begin •to believe that the German troops m tho west are numerically inferior to those of the enemy.
