PANAMA CANAL TOLLS.

A telegram from Baltimore states that President Wilson, writing to a friend, declares that the exemption of American vessels from the Canal tolls constitutes a very mistaken ) policy from every view point. The measure was / economically unjust and only benefits '■ monopoly. ' .
