LONDON, January 29. Wednesday's operations to raise submarine A7 agajn ended m failure. The battleship Exmouth hauled on the hawser that had been made fast to the sultan craft, but the strain resulted m an eye-plate being fractured. Divers who afterwards went down reported that the vessel had not shifted, and that one of the plates had started. The authorities fear that the submarine -will not be able to stand the strain of being towed.
