Mr Davis, at the Trades Union Con: gress, said that the Labor party aftbuld be mainly political, because the' political force of Labor was its greatest weafon. Nothing was so effective m creating publio concern as the fear which statesmen had of the franchise. Compulsory arbitration' would legislate the strike weapon out of existence. This they were not prepared for, since the milleriium had not yet arrived.
