Lord Haldane, addressing tho American Bar Association, said the great force actuating mankind m observing laws was not fear of the law officer, but fear 'of public opinion. The same policy might possibly be adopted m international relations, and so the timo might come when nations would be ashamed to follow the ancient methods of settling differences and disputes as has individuals m recent years. The Duke of Connaught sent regrets that ho was unable to attend. Fix-President Taft and Mr Bordeni (Canadian Premier)' were among the audience. The title of Lord Haldane' s address was -'The Higher Nationality— a Study m Law and Ethics."
