The Vancouver Province of August 5 states :.— Captain R. J. S. Seddon, of Wellington, New Zealand, will sail on the - "Malvura to-morrow for home. A wh of the late, "Dick",' Seddon, a famous statesman '.and Premier, whose progressive, legislation lias been adopted bymany other countries, he gives promise of a brilliant career. Captain Seddon was formerly m the permanent militia force of his native country. Ha lias spent the past two yeari* m London studying military tactics, a-» well as taking a eourfe'e at the'- London' Sohopl of Economics. l£s is already well-known as a writer* on sociological subjects. One of his best efforts was an essay on the question of the physical deterioration of the British people at. home. Combating a well-known theory, s he took the view that tlie modern Englishman is as virile as his ancestors.

During a recent stay m Ottawa he discussed the matter with prominent Government offi-. cials. He stated that the steamship servico between Montreal and New Zealand) is doing splendid work, and looks for bigger results after the opening of the Panama Canal. He is a guest at the Hotel Vancouver. While here Captain Seddon inspected the- battle-cruiser New Zealand, which has a peculiar interest for him, because wliile at Portsmouth early -this year he presented a loving cup to the officers of \he boat on behalf of iiis mother. -
