Roumanian officers who have returned from Bulgaria to Bucharest state that they .saw Bulgar prisoners, including 'an officer, wearing round their necks the mutilated hands of babies. These gruesome exhibits were tied to strings m the form of necklaces, and were evidently worn as charms.. , \
