KAISER'S PRAISE OF HEALTHY, MORAL MEN.

Speaking at a banquet on the liner Viktoria Luise, at Bruusbuttel, on the occasion of the Elbe regatta, the Kaiser said : "Among tho jubilee celebrations 1 still see clear before me the day at Grunau when 630 boats and 3000 oarsmen, representing over 50,000 German rowing men, mustered at the regatta. From tho Rhine to the Pregel all had come who wero able to tell us that Germany had more rowing clubs than all the rest of Europe together. "That is a, success of which I am proud. When I came to the throne there were eight schools at which aquatic sports wero practised. Now there are 360. That gives us the boys we needno supermen, but healthy, moral men, with sound limbs and healthy and moral principles."
