RUSSIA'S SACRED WARSHIPS.
MERCHANTMEN MUST LOOK OUT
LONDON, May 28. Stringent orders have been issued in St. Petersburg that all merchantmen entering any port in which warships are lying are not to proceed unless they have authority to do so'. If they disregard these instructions they will not be fired upon, but immediately rammed. Vessels meeting warships on the ocean wiU share the same fate if they fail to chango their course when commanded to do so.
