Frank Andrews, as he is popularly known, is on© 'of the most familiar figures of the various Government officials associated with the- Parliamentary buildings, and the distinction which has been placed upon him by the King is a rcw&ra of long and able service m connection with various administrations. He is not unknown < locally, having been for some, years on Mr Seddon's staff. Born at Plymouth m" 1848 he came to j New Zealand with his parents the following year, his father being for some time City Coroner and doctor of the Auckland provincial hospital. Starting his career m the Public Service m the Customs Office m 1865, he went through several branches, but left to take a trip^ to the Sandwich Islands on the initiation' of the 'Frisco r mail service. He remained some months m the different islands and had ithe experience of .being shipwrecked on\ Starbuck Island. Returning to New Zealand 'he was for several years on the gold diggings of the West Coastj, and coming tciKumara m 1877 finmd employment with Mr Seddon. Eventually, after further experience, and being unsuccessful as a gold digger, he joined the telegraph -service m (Jtago, subsequently proceeding to Wellington and joining the Public Works Department. In 1892 he aocompanied Lord Onslow arid Mr tyjddon (then Minister, of, *Pub'llio Works) as the latter's private secretary, on a tour of the West Coast. Returning to Wellington he joined the Governor's staff as private secretary. In 1892, after Lord Onslow's departure, he was attached to Mr. Ballance's stoff, xnd on the latter's death rejoined Mr Seddon, whom he accompanied with Mr (Sir) James Carroll on the historic tour of the Urewera Country. He afterwards accompanied Mr Seddon on his trip to the South Sea Islands, and to •ihe Commonwealth celebrations m 1901. In 1906 he was appointed assistant' secretary to Cabinet, to which he became secretary a year later, apposition which he still holds. I
