IMPERIAL INTERESTS.
MINISTER ABSORBED IN INTERNAL POLITICIS.

' The Telegraph says the highest Imperial interest is being endangered owing to the increasing absorption of British Ministers m internal politics. The oversea States are concentrating their attention on defence, and as their public men are necessarily not familiar with technicals questions, the result is that individual sections of the Empire are blindly searching for foundations whereon to base a policy consistent with their own needs and permanent co-operation to safeguard the Empire 1 . Even New Zealand is intent on developing a local policy, and is reported to be anxious to retain her gift battleship m the Pacific. Every discussion of naval problems reveals an absence of unity between the Admiralty and the Overseas and the only remedy is a conference. Instead of dealing with Mr Borden, the Canadian Premier, alone last summer there should have been an Empire conclave. The paper urges an immediate Imperial Conference. .
