SIR A. VICAR'S ' LIBEL ACTION. -..,.-,, LONDON, April 30. It is understood that Sir Arthur Vicars, formerly Ulster 1 KingrO&Arms m Dublin, has- issued 'a writ of libel aganist a London weekly paper. The case will prove a very interesting, inasmuch as it is expected to reveal the inner history of the disappearance of the Crown jewels from .Dublin Castle.
