The Chronicle says that there is some perturbation m Liberal circles m connection with Mr Massingham's article, lit was incredible that Mr Lloyd George would- quit the Cabinet on the ground of naval expansion, wherefore his Mansion House speech was largely responsible. The Evening News says that Mr Churchill's policy, is based! largely on Lord Fisher's advice, and was likely to include lower pay on the lower deck.
Mr W. H. Massingham, the' author of the article that has caused !s?uch a stir, is a strenuous Liberal journalist, who made his mark as editor of the Star and Daily Chronicle, and who transformed "The Speaker" into "The Nation," which he hits edited for over five years.
