Mr Tudor, explaining the Navigation Bill, said it would apply to Australian ships m any part of theworld. It provided 140 -cubic feet of air for each member of the crew m the coastal trade, with accommodation above the loading. Lighting and ventilation must be perfect: Separate mess rooms and bath rooms were provided. Wages were to be paid at regular intervals. Seamen's claims for Mages were given priority to other claims. Certificated cooks were to be employed on all vessels over 500 tons. Imprisonment for desertion -was abolished, but a deserter, was liable to forfeiture of wages' or a penalty^ of £20.
