Fisher, Minister m charge of the Advertising Department, has issued instructions that m future advertisement* are to be inserted m those papers from which the Departments concerned are likely to get the most benefit, and that the Department is to be run as, a commercial, not a. political institution, and the distributing of advertisements is to be absolutely, im-; partial. ■ ..
