Sir, —l notiqed m your columns a week ,or so ago an intimation that it .was. a breach of the Borough by-laws to -back, 'cArts.'up against the new concrete channelling, and that the police had been instructed to prosecute anyone committing the ofience. Can you tell me if there is any clause which permits of vehicles being driven over it without \ any. protection..''! such as is 'being done m Carnarvon street. — I tarn, etc., .'..•■■ ENQUIRER.
