RUSSIAN FAMINE RAVAGES.
£9,CC0,C00 FOR RELIEF PURPOSES. •ST. PETERSBURG. Dec. 1. The Duriia is discussing a proposal to expend, from the Imperial Exchequer, £9,000,000 for the relief of sufferers by the famine. The money is certain to be voted. In scores of the Russian provinces the crops have been a- complete failure. It is computed that at least 8,000,000 people are m the direst distress, and many are dying daily from starvation. . The Government has declined all outside assistance.
