PEKIN, March 4. The Chinese Government contends that it was uninformed regarding Russia's intentiont o place police boats on the Amur river. The Russian Legation alleges that these boats are for quarantine purposes only. The melting of the snow and ice is anxiously awaited, as if Russia and Japan have aggressive designs on China this will interfere with the movements of troops and allow of sufficient delay to permit of the settlement of controversial questions. The financial ' losses, direct . and indirect, through the stoppage of the railways, is said to be -enormouß. ST. PETERSBURG, March 14. The Foreign Office has requested M. Korostovetu, Russian Minister m Pekin, to verbally emphasise Russia's firm attitude, and her dissatisfaction at China's second reply.
