ELEVEN WARSHIPS TO BE BUILT BY BRITISH FIRM. OTTAWA, December 11. . After an exciting debate lasting nine days, the Canadian Government's naval policy was endorsed by the House of Commons. An amendment to the Address-in-Re-ply to the Speech from the Throne, moved by Mr Bordern, tho Opposition leader, was rejected by a majority of 53. An amendment moved by Mr Monk', leader of the .Nationalists, opposed to the naval proposals, was likewise rejected by a Government majoritv oi 56. ' The Nationalists voted against f» T r. Bordern's amendment for the reason that it called for an appeal to the people on the Government's permanent, naval policy, while Mr Monk's amendment proposed an appeal to the country on the whole matter of naval defence, including the question of contributions to the mother-country. During the debate the Government speakers made much of the Conservatives' action iii dropping the question of a contribution to the Imperial Navy, declaring that their object was to secure the support of the Nationalists. The Opposition defence was that the Government had failed to live pp to the terms of the joint resolution of Parliament of March, 1909, declaring for a Canadian Navy.
