(Per Press Association.) f ; NAPIER, this day. The increase in the rateable value of the borough of Napier during the year was £640,000 and the. capital value now stands at £1*630,721. Since the beginning of the present year, building permits for works representing £60,000 were granted. v WELLINGTON, this day. Mr J. R. Luke, a candidate for the' new suburbs seat in vthe House of Representatives, opened r Kis campaign last night. He is a supporter of the Government. He was given a vote of thankß and confidence. - *- -..-.-. >'.The Wellington Hospital Trustees decided to-day to approve of the erection qf a new fever hospital at the rear of the Mount View Mental Hospital, as recommended by the medical staff -arid' Health Department. The late Mrs John E. Brown, whose husband (also dead) was for some years a member of Parliament, has left about £1000 worth of her estate to the Otaki Hospital for consumptives. An overture practically indicting the Rev. J. Gibson Smith with having uttered heterodox views concerning Church doctrine as it concerns atonement, was discussed at a. meeting of the Wellington Presbytery to-day. In speaking .to the overture, the mover, the Rev. Mr Elliott, said he wished it to be .understood that he was not endeavoring to invoke the power of the Church- to unfrock the author, of "Christ of the Cross," a book written by Mr Gibson Smith. His feeling was that of intense and affectionate sorrow that Mr Smith should have brought himself and ' the Presbytery into this trouble. Mr Gibson Smith, in his reply, said he had been accused of having denied the base of Christian doctrine. As a matter of fact he had made a distinction between I "satisfaction to justice" and "satisfaction to retributive justice." He quoted from theological authors to prove his contention that retributive justice was a thing apart from justice. The Presbytery finally decided to set up a committee to confer with Mr Smith. CHRISTCHURCH, this day. - The City Council last night resolved that the new by-law relating to the numbering of theatre seats- should not come into operation until 'the end of the year, when the present license's expire. It was also resolved to protest against the clause in the Municipal Corporations Act Amendment Bill, giving tho Parliamentary franchise for municipal polls. The Canterbury College Board of Governors, at a meeting vesterday decided to grant £200 tow*ards the cost of purchasing the skeleton of the Okarito whale for the Christchurch Museum, provided the public subscribed another £200. Messrs Stead and Turnbull, owners of the skeleton, have offered to give £50 each. Mr Joseph Sealy, of Timaru, has been elected a member of the Canterbury Land Board to represent the Crown tenants.
