T ADIES AND GENTLEMEN,— In response to tlie request of a large number of Ratepayers, I beg to offer you my services as Mayor during the coming year. My views generally on Municipal matters are strongly Progressive. I The most important question at present before the Council is that of Sanitation, in which I take a very keen interest. 3 am earnestly desirous of initiating; a Drainage system in the more congested parts of the Borough, whicli may be extended to embrace other portions as necessity arises. The Water Supply must be pushed' to- a successful completion, and those .streets not already reticulated must be provided for a« speedily as possible. There is no doubt that our streets and roads generally are in a. deplorable condition. Many are without metal at all, and in many more the metal is worn out. Th© whole- question resolves itself into that (rf obtaining a cheaper and more regular supply of metal. I shall endeavor to develop the sources of metal we already possess, and also to procure additional supplies. Tlie number of street' lamps should be considerably augmented. I am in favor of the Municipal control of the Gasworks, and of bringing the Fire Boards' Act into operation. I consider that the time lias arrived when Gisborne should have a continuous telephone service, in order to bring it in line with centres of equal importance. I Jim strongly^ of the opinion that provision requires to be made for cases of chronic disease, such as cannot lie dealt with in our present Hospital, -and 1 also that the present accommodation at tlie Old Men's Home should be extended, so as to include both sexes. If yon elect me, I shall have a seat on the Hhrbor Board. I am in favor of .the. construction of an. efficient Outer Harbor, believing that better shipping facilities would materially advance tlie welfare of the town and district. I endorse the action of the Board in procuring tlie advice of eminent engineer.?, and in referring the plans to the marine superintendents of the companies trading to the port. I shall inse every endeavor to have the matter placed fairly and squarely before the Ratepayers «ns early as possible I am anxious that further reserves should* be secured for the people, and especially desire to obtain a Public Reserve up the Waimata river for the use of boating parties. I heartily advocate that our Railway should be pushed on without 'further delay. . When the forests are tapped an export timber trade will be developed, which will result in materially reducing freights on coal and other imports, thus reducing the cost of Hying in Gisborne. I have the utmost faith in the future development of Gisborne, and should you honor me by election, it will be my constant endeavor, to promote and aovance its interests by every means in my power.
