REPLIES TO^RITICISMS. (Press Assn.— By Telegraph.— Cbpy right. ) LONDON, March 20. Mr George Lambert, Civil Lord of the Admiralty, speaking in the House of Commons, said the Admiralty had promised the contractors a bonus if they accelerated completion of the Rosyth naval base. He stated that there were two docks at Gibraltar capable of taking the Dreadnought. Mr Haldane, replying to Lord Roberts' criticisms, promised not to reduce the regular, artillery until able to supply for every man removed f oiir or five serving on the militia basis. He quoted Generals French and Lyttelton in sup T port of the value of territorial artillery. Lord Tweedmouth has written to Lord Cawdor, explaining that .his -*u?e of the term "foreign powers" was intended as an extension not a restriction of the two. power standard. *
