COOK COUNTY COUNCIL.

At the meeting of the County Council this afternoon Cr. F, J. Lysnar complained that while at the previous regular meeting they had all agreed to the next meeting being held to-day , the date had been altered by the .Chairman to suit himself. Was the Chairman permitted to alter date, agreed on to suit himself? — Cr. Kenway, who presided at to-day's meeting, replied "I think not." — Cr. Lysnar : We agreed than" our next meeting should be held on tlie 23rd of this month, that is to-day; all the members were present, and several of us made our arrangements to suit to-day's date ; yet while we were away it was decided to hold tho meeting on the 16th inst.,' because two members could not be present to-day. — The Chairman : That is so, I 'believe. — Cr. Lysnar : I want to know if two members can put their heads together to alter the meeting to suit themselves? — The Chairman: In my opinion it would have only been proper to have consulted the other members before altering the date to 6uit the convenience ' of two members. — Cr. Lysnar, who pointed out tliat there was only a Dare quorum present at the meeting on the 16th, asked whether an ordinary meeting so called m face of tlie decision of the Council was legal? He held that none of the business transacted on that day was legal, and he asked the Chairman if that were not so. He knew tliat a special meeting could be called on the application of three members, but the meeting on the 16th was an ordinary meeting, all ordinary business being done then. — The Chairman said he was not prepared to say that the business transacted that day was not legal, but he agreed with Cr. Lysnar as to the justness of the meeting being altered to suit two members without consulting the other members. — Cr. Alatthews said where two members wanted to get back to Wellington for special business, as they knew was so m this case, and where no harm, had been done, they should not 6tand ; on their dignity and object when no protest had been made at the time. The proper time to protest was at the meeting.— Cr. Lysnar said that he and O. White were m Wellington at the time, and had sent a joint wire protest. He knew that Cr. Lysnar had been made aware tho meeting was to be beld. The proper time to bring up the matter would be when the Chairman and Cr. W. D. Lysnar were tliere to defend themselves. — The Chairman agreed with that, and said he would bring it up then if nobody else did. — As to having been informed of the meeting, Cr. Lysnai» said they got tlie notice m Wellington two days previous to tlie meeting, and he had brought the matter, up at the first opportunity.— T_e Chairman : Quite right, too, I think.
