WAGE EARNERS' BANK.

Tlie State of New York has granted a charter to the Wage Earners' Capital Alliance, with the view to the establishment of a bank to look after the interests of labor. The capital is two million pounds sterling. Tlie laboring classes will" be the chief stock-holders.
