(Received July 30, 8.20 a.m.) The Marquis Ito is regenerating Uie tribunals of justice of Korea.* He denies that Japan is annexing Korea. She was formerly' adviser, but is now director of that country. Japan, he _ays, is proceeding slowly, though steadily.
