Mr Chamberlain and Mr Goschen were present at the ceremony. Lord Charles Boresford succeeds RearAdmiral Noel in command of the Mediterranean fleet WASHINGTON, Nov. 3. The report of the Commission appointed to enquire into the future government of the Phillipiues has been published. It states it is absolutely imperative America should maintain her claim to sovereignty in the land, and compel submission of the natives prior to conceding them a large measure of autonomy.
