The twelve-pounder quick-firing guns, nder the naval contingent, at 6500 yards range, arc also proving most effective, shells repeatedly bursting in the enemy's ranks. General Sir Redvers Buller has been empowered to vary the plans of the rampaign. He has started from Capetown, and is proceeding to the front via Durban. London, Nov. 2. The Times has received advices from Maritzburg that stragglers from the Gloucester Regiment, mules, and portions of the stampeded battery, are arriving in camp at Ladysmitli. Durban, Nov. 2. The recent dissatisfaction among the Cape native " boys" attached to the stampeded battery suggests that the Boers tampered with the muleteers, and possibly the falling boulders, alleged to be the cause of the stampede, was tha Boer signal to the " boys," or otherwise the "boys" became panic-stricken. Lieutenant-Colonel Carleton, in command of the two battalions which capitulated, was out of touch with Ladysmith for sixteen hours. The endeavor with two battalions to outflank an active and more numerous enemy is considered by military critics to have been a highly hazardous undertaking. London, Nov. 2. Lord Rosebery, in the course of a resolute speech at Edinburgh, said : " Great Britain means to see this (meaning the South African question) through." Viscount Selbourne, speaking at Dumfries, said it was the duty of the country to show unreserved and generous confidence in the generals.
