It recognises the joint reconquest of the Soudan, and enforces Great 'Britain's claim accruin<_' liy rights of conquest. The word " Soudan" includes the ancient territoi ies south of the twenty-second parallel, including Wad.y Haifa. Tho Klieilivu, with the consent of Great Britain, uill appoint a Governor-General with supreme military command. The (Jovenior is to make and proclaim laws and regulations as lo the ownership and devolution of property, which will he applieible to the whole or any part of the .Soudan. The proclamation notifies the Britannic agents and foreigu Ministers in Cairo that Europeans will lie treated with equality. Under the Anglo-Egyptian Convention, imports into Egypt for the Sondan are to lie free, but goods leaving the Soudan will be dutiable. No consular agents are to be appointed without Great Britain's consent. The Brussels Act of IS9O, relating to tho sale of arms and spirits, is to be enforced. The Governor of the Soudan will be lomovable with Great Britain's consent. The Governor will determine the import duties. London, Jan. 20. The Times siys the Convention is eminently practical and sagacious. Under the Anglo-Egyptian Convention slave trading is forbidden. The English press rejoices at. the exclusion of the Mixed Tribunals. The Standard says it is likely the .Sultan will pi utf.st and solicit the aid of France, whose displeasure at the Egyptian question in an acute form will be temporarily I revived.
