The danger of a Carlist rising in Spain bccius to be so near that one of the chief Carlists of "action," who hurriedly left Paris for the frontier two or three day ago, said to his friends : " Now you will hear no more from me until .you read my name in the papers connected with the realisation of a big event." An important Madrid banker lias telegraphed in cypher to his correspondent in Paris that the Carlist rising is imminent. It seems that the plan of Don Carlos is not this time to makealong civil war if be can help it. A sudden blow will be struck by the Carlists attempting a rising in several towns at once, and proclaiming Don Carlos, instead of limiting themselves to sporadic insurrections in the rural districts. They say that in the towns they rely on the support of many military. If they carry out such a plan they will probably meet with very hard disappointments, unless they confine their exertions to the north and north-eastern part of Spain. The French Government is resolved to prevent the Carlists from using the territory of the Republic as a basis of operations and a place for safe conspiracy. Hut it must be remembered that during the last civil war, though against the orders from the Government, the local French authorities near the frontier favored the Carlists, and gave them every help.
