If they carry out such a plan they will probably meet with very hard disappointments, unless they confine their exertions to the north and north-eastern part of Spain. The French Government is resolved to prevent the Carlists from using the territory of the Republic as a basis of operations and a place for safe conspiracy. Hut it must be remembered that during the last civil war, though against the orders from the Government, the local French authorities near the frontier favored the Carlists, and gave them every help.
