Pelletati said that Parliamentary control of colonial expenditure was illusionary, and France's expenditure of eighty million francs exceeded that of all the"Powers combined. (Received Jan 19, 8.50 a.m.) Loxdox, Jan. 18. M. Cambon, French Ambassador in England, delivered a pacific speech, in receiving a deputation from the Arbitral tion and Peace Association. He said he feared the realisation of the Czar's appeal for disarmament would bo long deferred, though the. nations earnestly wished for peace. He denied that there was any antipathy on the part of France towards Great Britain. The Paris correspondent of the Daily A T ews says a marked change has come over the Republic in reference to the FrancoRussian alliance, which is considered to be only beneficial while France is well armed.
