NICARAGUA CANAL.

Washington, Jan. 18. The Senate resumed the debate on the Nicarayuan Canal project. Air Hay, Secretary of State, recommended the adoption of an amendment with a view to the American Government undertaking the construction anil ownership of the canal. He expressed a belief that British rights under the Clayton-Buhver treaty would be waived if .British ships were admitted to the canal on equal terms with American.
