' The Foreign Relations Committee have reported favorably on the peace treaty, and made no amendments in the treaty. Senator Faulkner's declaration in the Senate that President McKinloy desired thfi retention of the Philippines until the group is capable of autonomy created a sensation. (Received Jan. 13, 10 a.m.) Senator Faulkner hinted that America's retention of the Philippines was due to the possible intervention of other Powers. Hosts Koxfi, Jan. 12. The Filipino Committee in Hong Kong are issuing a writ against the American Consul for the recovery of 47,000 dollars, alleged to have been received by him as treasure of the independence fund.
Senator Hoar, n prominent member of the United States Senate, speaking at Worcester on November Ist, declared that. the United States were in danger of being transformed from a Republic, founded on a declaration of independence, into a vulgar, commonplace Empire, founded on physical force. He flatly denied that Puerto Rico and the Philippines were American by virtue of conquest. There was no authority under the constitution to acquire foreign territory, except by a treaty approved by two-thirds of the Senate, or a legislative Act wherein the President and both Chambers would unite. He deprecated the United States being dazzled by England's example. She was enabled to govern her colonies and dependencies through institutions founded, as Mr Gladstone had pointed out, on the doctrine of inequality. If the United States were to outstrip England in national power they must pursue their own path, and not follow hers. American institutions were founded ou the doctrine of equality. He haled the notion of Americans submitting to such a transformation as was involved in the wild, impassioned cry for empire.
